The introductory speeches were followed by the lecture on the Civilian Capability Development Process and Civilian CSDP Compact presented by Ms Crista Huisman, Head of Sector, EEAS, SECDEFPOL.1.CIVILIAN-CSDP The aim of the 2nd module focuses on the rationale and challenges of the development of military and civilian crisis management capabilities. The module is designed to provide insight into EU crisis management concepts, processes and tools, to update and broaden understanding of crisis management capabilities – civilian and military. In addition, it provides an insight into efforts to create synergies between civilian and military capabilities, the implementation of the Civilian CSDP Compact as well as into issues relating to European armament cooperation and procurement. On 07 November 2022, the 2nd module of the 18th CSDP High Level Course (HLC) was opened on Tampere in Police University College with the welcome addresses delivered by: Mr Marko Laitinen, Director of Police University College, Mr Holger Osterrieder, Head of ESDC, Ms Johanna Sumuvuori, State Secretary, Ministry of Foreign Affairs and Ms Laura Yli-Vakkuri, Director General, Ministry of Interior.
