Under this guiding theme, the European Security and Defence College (ESDC) co-organized the second edition of the course on maritime cybersecurity in collaboration with the Maritime Cybersecurity Centre of Excellence at the Constanța Maritime University in Romania.
From April 14 to 16, 2025, around 30 civil-military participants from EU Member States, EU institutions, bodies, and agencies involved in technical cybersecurity gathered in Constanța, Romania, for the ESDC’s fully residential cyber course, which covered both cyber policy and technical aspects, aligning with the strategic goals of the EU’s Cybersecurity Strategy for the Digital Decade and the priorities outlined in the EU’s Strategic Compass.
The “Maritime Cybersecurity” course provided participants with a deep understanding of cybersecurity in the maritime sector, focusing on the EU context. It covered geopolitical and technological challenges, EU policies, international collaboration, and advanced cybersecurity technologies. Participants engaged in simulated scenarios to enhance their expertise and, upon completion, gained the practical skills needed to address maritime cybersecurity challenges from an EU perspective in our interconnected world.
The course was officially opened by Prof. Gabriel Raicu, course director and Rector of Constanța Maritime University, followed by welcoming remarks from Mr. Giuseppe Zuffanti, Coordinator for Cyber Issues and the ESDC Cyber ETEE Platform, and Dr. Nicu Iancu, Vice-President of the Maritime Cybersecurity Centre of Excellence. The speakers provided an overview of the Maritime University, ESDC, MARCYSCOE, the EU Cyber Ecosystem, and maritime cybersecurity, initiating a fruitful discussion.
