Course on Diplomatic skills for CSDP course – Timisoara, Romania, December 2023
From 11 to 14 December 2023, the beautiful frame of the Timis County Council of the Romanian city of Timisoara hosted the Diplomatic Skills for CSDP course, organised under the auspices of the European Security and Defence College (ESDC) in collaboration with the European Commission’s DG NEAR in the framework of the Eastern Partnership (EaP).
Over the four-day course, lecturers from the West University of Timisoara (WUT), the Permanent Representation of Belgium to the EU, the Carol I National Defence University of Romania, the Euro-Atlantic Centre for Resilience E-ARC, as well as from the Romanian National University of Political Studies and Public Administration (SNSPA) delved into the multitude of facets that features the realm of diplomacy.
The final purpose of the course is to support EU Member States and EU institutions and agencies in training their personnel to be able to work efficiently in CSDP-related fields at operational and strategic level.
To this end, participants were able to familiarise through lively lessons and group exercises with the fundamental concepts of new and old diplomacy, critically assess the connections between diplomacy and CSDP/CFSP domains, and highlight the relevance of public diplomacy in the context of CSDP missions.
The high-level speakers invited the partakers to focus on the upcoming challenges of the EU strategic environment and the current threats to the rule-based international order, by conveying insightful sessions on EU-China diplomacy, cyber diplomacy, arctic diplomacy, military and defence diplomacy, EU diplomacy in the strategic neighbourhood, and on the link between diplomacy and intelligence.
In his concluding words, the course director, Professor Silviu Rogobete, highlighted the necessity for nations to secure good communication and go hand in hand in the joint effort to build a brilliant future for the project of the European Union.
