EAB.Cyber

The successful implementation of CSDP is increasingly dependent on the availability of, and access to, a secure cyberspace. Moving in that direction, the 27 Member States represented in the Steering Committee, tasked the Head of ESDC with undertaking all necessary steps to establish a Cyber Education, Training, Evaluation and Exercise (ETEE) Platform. The overall aim of the platform is to address cyber security and defence training among the civilian and military personnel and include CSDP requirements in all respective training. The platform will deal with all domains of cybersecurity, such as Cyber Crime, Network Information Security, Cyber Defence and External Relations. This will be accomplished through synergies and by establishing the necessary harmonization and standardization in Cyber related training. Currently ESDC works in close cooperation with key stakeholders, namely EDA, EUROPOL, CEPOL, ECTEG, ENISA, CERT-EU and the EU Hybrid Centre of Excellence, while at the same time, inviting external partners to contribute with their expertise on the field.

Chair:

Professor Stavros Stavrou : Professor Stavros Stavrou is the Rector of the Open University of Cyprus, a member of its Faculty of Pure and Applied Sciences, and the founder and director of the Cybersecurity and Telecommunications Research Laboratory, https://ctrl.ouc.ac.cy. His areas of academic, research and practical expertise include cybersecurity threats and cyber capacity building, telecommunications engineering, wireless networks and systems, and electronic warfare applications. Professor Stavrou has published extensively in his areas of expertise, contributed to many technical reports, and has written, managed, and contributed to several International, European, and National research and development projects in the past 25 years. He has designed and overseen the development of operational Cyber Security Operation Centers, Cyber Range platforms for the purpose of cyber training and capacity building, and platforms dealing with asymmetric threats arising from the use of drones. Professor Stavrou has been the 1st elected chairman of the EAB.Cyber, he is a Fellow of the Higher Education Academy U.K., and a member of the council of the Cyprus Agency of Quality Assurance and Accreditation in Higher Education.

Giuseppe Zuffanti:

From October 2020, he is seconded from the Italian National Police of State to the European Security and Defence College (ESDC). He is the ‘Coordinator for Cyber issues and for the Cyber Education Training Exercise and Evaluation (ETEE) Platform’, Project Manager and Training Manager for Cyber and his responsibilities cover, among others, the coordination between ESDC Cyber providers. His main goal in the field of the Union’s Common Security and Defence Policy (CSDP): contributing to the training programme and conceptual documents, supporting the implementation of ESDC courses with a focus on cyber security/cybercrime/NIS/external relations, cooperating with relevant services in the EU-Institutions, the EEAS and EU Agencies. Furthermore, he is the focal point for Artificial Intelligence and Digital Transformation and for the ‘European External Action Service Knowledge Management Working Group – Peace, Security and Defence (PSD) lessons process’ and he is responsible for the ‘ESDC internal Lessons Learnt process, annual meetings and ESDC Team Building’. Moreover he supports the implementation of the EU’s Cybersecurity Strategy, the Cyber Defence Policy Framework 2.0 (EEAS is leading), the EU’s Cybersecurity Skills Academy and the European Cybersecurity Skills Framework (ECSF) of ENISA. Since 1992, he works for the Italian Ministry of Internal Affairs – Department of Public Security – National Police of State. He has worked in various positions and offices in the public order and safety sector of the Police of State, Italy where is also was the Director of the Digital Forensic Lab of Piedmont and Aosta Valley. He has also served as IT manager for informatics security policies at the Immigration Office in Turin. He worked at Postal and Communications Police – Piedmont and Aosta Valley as officer for eight years, preventing and combat Cyber Crime. He holds a Master’s Degree in Information Treatment Systems and a Bachelor of Science in Computer Science and Scientifically Technologies from Computer Science Department of Turin, Italy. He holds the qualifying examination to Computer Science Engineers (state register) from Polytechnic University of Turin and a MSc in Engineering Management of Public Security from University of Naples Federico II, Italy. He is interested in the Artificial Intelligence area and for that reason, he developed his thesis in the area of the Mobile Robots after three years of research under the Lagrange Project, Turin.


Evangelos Englezakis:

Evangelos Englezakis is a Major in the Cyprus Airforce, working since 2002 for the Cyprus Ministry of Defence. He is currently working as a seconded national expert at the ESDC in the domain of Cybersecurity and Defence. His main responsibilities are the Planning, Managing and Delivering of training courses and activities in the  context of ESDC’s Cyber ETEE platform, the development of the upcoming Certification Framework for courses provided by the Cyber ETEE, supporting the EAB Cyber configuration and contributing to conceptual and/or  policy documents in the context of Cyber Defence. He is interested in Cyber Resilience, Ethical Hacking and  Cyberspace related training through Cyber ranges.
Evangelos has worked for the Cyprus Ministry of Defence Cyber Defence department and the National Security Authority of Cyprus. He is also an active pilot for military helicopters in the Cyprus Airforce.
Apart from his Aviation studies, he also holds a BSc and MSc in Information Technology and a number of professional certifications in Cybersecurity.
