“Foreign Information Manipulation and Interference (FIMI)” course, Brussels, Belgium, 19-22 November 2024
The European Security and Defence College (ESDC), in partnership with the “Mihai Viteazul” National Intelligence Academy of Romania and the European External Action Service, had the privilege of co-organizing the course titled “Foreign Information Manipulation and Interference” (FIMI).
The course took place in Brussels, Belgium, from 19 to 22 November 2024, with the objective of enhancing understanding of the FIMI framework, key stakeholders’ modus operandi, and the appropriate response measures. Ultimately, the course aimed to strengthen societal resilience to such activities and support our European democracies.
The course covered a wide range of topics, including the EU’s strategic environment, multi-dimensional threats against the EU, emerging technologies used in information warfare, and the EU’s integrated approach to situational awareness and resilience. It also addressed the response to and cooperation in countering Foreign Information Manipulation and Interference, identified key FIMI actors, and explored priority regions.
In addition, participants were introduced to a practitioners’ toolkit for managing the information security ecosystem. Numerous practical sessions were conducted, designed to build participants’ skills in detecting and responding to FIMI events. These hands-on sessions involved group work on a realistic, carefully developed scenario, allowing participants to put theory into practice. Following each session, experts from the National Intelligence Academy and the ESDC provided valuable feedback and recommendations.
