On 15 July, the European Union (EU) and Ukraine held the third Cyber Dialogue in Brussels, Belgium. Amid the ongoing Russian full-scale invasion of Ukraine and Ukraine’s start of accession talks to the EU, the EU and Ukraine agreed to further deepen cooperation on cyber security. Fergal Ó Regan, Acting Head of the ESDC, participated in the dialogue and emphasised the important role that the ESDC plays in providing cyber security education and training, including with partners in Ukraine.
The ESDC is the main EU level resource mandated to provide training and education on Common Security and Defence Policy (CSDP) and Common Foreign Security Policy (CFSP), enhancing the common EU security and defence culture internally and acting as a diplomatic tool to further the interests and values of the EU outside the Union. In this role, the ESDC promotes a common strategic culture within the EU and cooperates with partners outside the EU in line with the EU’s strategic priorities.
ESDC’s activities with Ukraine
The ESDC is proud of its long-standing partnership with Ukrainian counterparts, four of whom are part of the ESDC network including the Ministry of Defence and others who are currently candidates. Together with DG NEAR, the ESDC is endeavouring to include more and more Ukrainian participants in its courses and is successful in doing so. Further cooperations with the European Union Advisory Mission to Ukraine and NATO DEEP to organise courses for, with and in Ukraine are ongoing.
