The second module of the 19th High Level Course took place in Madrid in November 2024
The second module of the 19th Common Security and Defence Policy High-Level Course 2023-2024, named after Manuel Marín González, took place in Madrid, 20-24 November 2024. The module was hosted by the “Centro Superior de Estudios de la Defensa Nacional” (CESEDEN) and focused on key aspects of the European Union’s essential “capabilities” for missions and operations.
Throughout the week, participants engaged in wide-ranging and comprehensive discussions and strategic analyses regarding the capabilities that the European Union should possess to effectively equip and support its missions and operations. The emphasis was placed on the ongoing commitment to force generation and capability development, a cornerstone priority outlined in the Civilian Compact and the Strategic Compass
Key topics covered during the module included the identification of essential capabilities, the development of strategies for force generation, and the coordination required for the seamless integration of resources. Participants, comprising professionals and experts in the field, benefited from the diverse perspectives shared and the insights gained during the course. The group visited the SatCen Headquarters and took stock of the work the institution is providing in support of the EU and its Member States on geospatial intelligence analysis.
The CSDP High-Level Course continues to be a pivotal platform for fostering dialogue, sharing knowledge, and promoting cooperation among professionals in the field of security and defence. The engagement of participants from various backgrounds contributes to the rich exchange of ideas and best practices and to the development of a common European security culture.
