SECURITY SECTOR REFORM IS A CORE ELEMENT OF MULTIDIMENSIONAL PEACEKEEPING AND PEACEBUILDING, ESSENTIAL FOR ADDRESSING THE ROOTS OF CONFLICT AND BUILDING THE FOUNDATIONS OF LONG-TERM PEACE AND DEVELOPMENTFrom 3 to 6 October 2023, the Italian Army Post Conflict Operations Study Centre (PCOSC), part of the Italian Army Education Command And School Of Applied Military Studies, hosted participants in the Basic (Orientation) Course on Security Sector Reform. The sixth edition of the course in Turin was organised under the auspices of the European Security and Defence College. Over the four-day course, lecturers from PCOSC, supported by external experts, provided an introductory overview of Security Sector Reform (SSR) as an essential element of the foundations of sustaining peace. Based on this input, participants started reflecting on SSR’s crucial role in conflict prevention, peacebuilding, democratisation and development. Although the course was organised by a military unit, the speeches and presentations presented SSR in a broad light and took many aspects as well as civilian perspectives of the issue into account. The course culminated in lectures delivered by the Head of the Operations Department in the EU Common Security and Defence Policy (CSDP) civilian Mission EUCAP-Somalia (European Union Capacity Building Mission) and by the Commander of the European Union Training Mission in Somalia (EUTM-S)). Their presentations focused on both the EU civilian component of SSR and the EU military component of SSR, giving participants a valuable insight into the practical aspects of SSR based on the case-study of Somalia.
