EU integrated crisis management course, Finland, 24-29 September 2023
The European Security and Defence College (ESDC) had the honour of co-organising the EU Integrated Crisis Management course together with the Finnish Defence Forces International Centre and the Crisis Management Centre CMC Finland.
The course was successfully held in Helsinki, Finland, between 24 and 29 September 2023, with active participation and excellent outcomes. The aim of the course was to enhance knowledge and understanding of crisis management in the context and culture of the EU Integrated Approach to External Conflicts and Crises.
The first day of the course focused on CSDP political strategic planning processes, including the EU Global Strategy, shared situational awareness, conflict prevention and conflict analysis.
The second day of the course focused on cross-cutting issues in CFSP and CSDP and a field visit to the Hybrid Center of Excellency, while the third day’s theme was on the use of EU and Member States’ resources in crisis management.
The fourth day highlighted the issue of stability of missions and operations. The day also comprised a strategic decision-making exercise. The course was concluded on the fifth and last day.
The course also focused on practical aspects based on specific case studies and a scenario-based exercise.

The content of the presentations and the extremely relevant crisis management topics generated thought-provoking discussions between the participants and the experts.
